Initial Tuning consists of the following main activities that are covered by this chapter:

· Preparation

· Data Collection

· Analysis

· Reporting

The prerequisites, activities and results of the initial tuning service are summarized in table 1 below. The prerequisites specified below are the requirements that have major impact on the service performance. The final results of the initial tuning are documented in the initial tuning reports (analysis report and verification report). These reports are used as input to the acceptance sub-process. After presentation of initial tuning reports the customer should issue a preliminary RND acceptance certificate. (Ready For Acceptance see [2]).

Initial tuning is an iterative process whereby data is collected and analyzed against a set of pre-defined KPIs. During the analysis phase, changes that made during the first drive test are verified through the second drive test. The whole process is repeated until the network is meeting the performance requirements defined for acceptance. This process is illustrated in Figure 2.

The subsequent sections will describe each activity in more detail.

1.1 Preparation

During the preparation phase, the following activities are typically carried out:

· Scope of Work and Acceptance Criteria

· Defining Clusters

· Responsibility Matrix between Ericsson and the Operator

· Radio Network Audit (Consistency Check)

· Defining Drive Test Routes and preparing Drive Test schedule

· Setup of Equipment needed for Initial Tuning data test

1.1.1 Scope of Work and Acceptance Criteria

During the infancy stage the Ericsson project manager will have to gather information about the RND and acceptance criteria. This will then be used to define the scope of work for the initial tuning project and any exclusion criteria from the difficulties encountered during RND. In addition to these duties the following information are required before commencement of the initial tuning service:

· Customer contact person(s)

· Ericsson local company contact person(s)

· Schedule information (time plan for site implementation, integration and initial tuning)

· Confirmation (from the implementation/integration manager, or other responsible person) that the new sites are ready for initial tuning, i.e.:

o All new sites are integrated, tested and in working condition per cluster.

o The correct radio network design data (CDR) is implemented.

o The clusters to be tuned are frozen from any parameter changes, hardware work or software upgrades.

· A copy of the chapters in the contract that specify the contractual KPIs obligation for acceptance of new sites is available.

· A test telephone number for TEMS UEs (or equivalent) to be used during drive-tests (the specified UE must be registered in core network). A telephone number and a corresponding MS to use for communication between the drive test team and the RNC support team.

· An FTP server for up and download for PS tests.

· Permission to access the sites to be verified and to OSS-RC/network management system to activate UETR/GPEH/CTR.

· Arrange the appropriate security protection for Ericsson personnel with the customer if necessary.

2.1.1.1 Radio Network Design Information

In addition, the following information on radio network design is required:-

· Software revision level of the network

· Information about transport network design/topology

· Designed/Service area

· Detailed documentation and/or database of the radio network design and radio network configuration. The information can be provided as stated below, or in an equivalent form.

Depending on the contractual agreement, Ericsson will require to produce some parts of the tasks listed below:-

1 Map database and site database with site configurations. Correct site configurations are a pre-requisite for proper cluster analysis. The database (for MCOM) should be updated with latest site configuration of the drive day, including the following:

1 Introduction

1.1 General

Initial Tuning is an integral part of Radio Network Design Process as shown in Figure 1. The deliverables of the initial tuning are documented in initial tuning reports (analysis report and verification report). These reports are used as input to the acceptance sub-process. For every sub-process shown in Figure 1, there are relevant technical guidelines, templates and checklists for the engineer’s reference when delivering the service. Hence, the purpose of this document is to give guidance and information on how to perform an Initial Tuning service for a WCDMA network. The aim of this document is to create a common understanding of the procedures involved for delivering an Initial Tuning project.


1.1 Scope

The scope of this document is:

· To explain the main steps involved in delivering a WCDMA Radio Network Initial Tuning service.

· To give advice on tools and support used for performing the initial tuning service.


1.2 Definition of Initial Tuning Service

The purpose of Initial Tuning is to ensure the radio network works well after the network has been built or in case of an expansion. This service verifies that the radio network design and the corresponding network data have been implemented correctly, that the implemented design is consistent with the proposed design. The initial tuning is performed under the condition where the network is unloaded or with limited load (e.g. with friendly user traffic such as operator/Ericsson test users). The objective of the service is accomplished when the network is able to deliver network quality which a commercial network launch demands.
