This companion Report (to Rec. ITU-R
SM.2039) describes, in detail, methods for improvements in
coverage and sensitivity of monitoring networks (to be able to detect weak
signals) and the extension of monitoring coverage utilizing new technologies.

This Report outlines procedures, methods and
equipment for planning and optimizing monitoring networks in the VHF/UHF
range. These networks may use AOA,
TDOA, or Hybrid AOA.TDOA techniques for geolocation.
